Jean-Luc is a renowned expert in network strategy, engineering, development and international deployment.

With extensive global telecommunications industry experience and a passion for new technologies and strategy, Jean-Luc Vuillemin heads Orange International Networks Infrastructures & Services (OINIS), the international technical direction of the Orange Group.

Jean-Luc has over thirty years of experience in telecommunication including twenty years within Orange with a series of technical leadership roles directing French and
international technical organizations. He started his career within the Orange group as Managing Director of two subsidiaries: Cyrtel in Congo-Brazzaville & Mobilecom in Jordan where he was the General Director. He also held the position of Technical Director of Optimus in Portugal.

Jean-Luc then held various operational leadership positions in France: Service Development, Networks and Innovation Director for the Paris region, Aquitaine (South of France) Regional Director & Head of Network Production before becoming the Networks and technical services Director for Orange France. Jean-Luc played a key role in deploying 4G & Fiber in France.

Since 2014, Jean-Luc heads Orange International Networks Infrastructures & Services (OINIS), which is the technical organization serving the Orange Group internationally.
Jean-Luc’s teams are designing, deploying, operating & protecting all Orange international networks (transmission & services). They represent more than 2000 networks and services experts worldwide with unique expertise on submarine cables, satellites, terrestrial transmission and networks’ IT management. OINIS supports the development of the Enterprise market with Orange Business Services, but also the international Wholesale market (telcos and ISPs).

Jean-Luc currently sits as Director on the management board of six Orange affiliates and is also the Chairman of the supervisory board of Orange Marine, the fully-owned subsidiary of Orange specialized in subsea cable laying and maintenance worldwide with their 7 cable ships.

Since 2018, Jean-Luc is the technical and IT Director (CTIO) of the Wholesale and International Networks (WIN) Orange division.

Born in 1959, he holds a Bachelor’s degree in Science from Toulouse University (1981) and a Master’s degree in Computer Science from Lyon 3 University (1986). He also graduated from HEC Paris with a Master of Business Administration.

Besides his professional duties, Jean-Luc is very active within the French Navy reserve with the rank of Captain.
