Rain Ottis is a Tenured Associate Professor at Tallinn University of Technology (TalTech). He’s research interests include exercises, cyber conflict, cyber security, national security. Aside from teaching and research, he is also leading the Cyber Security MSc program (2-year international program). He has given dozens of invited cyber security/cyber conflict talks in conferences and courses ranging from Miami to Singapore, but mostly in Europe.

During 2008-2012 Rain was a scientist / senior analyst with the NATO Cooperative Cyber Defence Centre of Excellence, Estonia. There he focused on alternative setups of cyber forces and national cyber security topics. He has also served as a technology expert for the Tallinn Manual on the International Law Applicable to Cyber Warfare.

Rain is a signal officer by training and has led and trained soldiers during his active duty service. He also has experience in leading a cyber security training and awareness team of civilian IT specialists in the Estonian Defence Forces.
